you're right. arpalert.leases contain the date of the last network packet
with this ip/mac.

caution: arpalert forgot th mac address after one month (by default) of
inactivity. This is configurablr with this option: "mac timeout". When the
mac is forgoted, there not must appear longer into the arpalert.leases
file.

man arpalert:
[...]
       mac timeout = 259200
              after this time a mac adress is removed from memory (sec-
              onds) (default 1 month)
[...]
